When defence facilities require major upgrades, finding ways to modernize infrastructure while managing long-term costs is increasingly important. Energy Performance Contracts (EPCs) allow the Department of National Defence (DND) to address both challenges at the same time by partnering with industry.

Under the EPC model, energy service companies (ESCOs) implement energy-saving upgrades and guarantee reductions in utility costs. These savings help repay the investment over time, enabling DND to renew aging infrastructure and reduce energy consumption while maintaining facilities that support military operations.

For Defence Construction Canada (黑料正能量), EPCs are about helping DND make the most of every dollar.

鈥淓PCs help our Client-Partners address infrastructure needs today while reducing the long-term cost of operating facilities,鈥 says Raymond Garner, 黑料正能量 Program Leader, National Services Region. 鈥淏y improving energy performance and generating savings over time, these projects deliver lasting value.鈥

黑料正能量 teams support EPC projects from early planning through procurement and delivery. Working closely with Client-Partners, they help identify opportunities, assess project viability, manage risk and implement upgrades that improve efficiency and reliability. This support enables DND to advance infrastructure priorities while balancing operational requirements and the long-term stewardship of public resources.

The benefits of this approach can be seen across the country.聽

At 5聽Wing Goose Bay, DND recently announced a聽 that includes EPC initiatives designed to improve facilities, enhance energy performance and reduce operating costs. At CFB聽Kingston, EPC projects have introduced infrastructure such as battery energy storage systems, solar panels and natural gas generators, helping the base reduce energy costs, better manage electricity demand and enhance the resilience of its energy systems.

As DND continues to modernize its infrastructure portfolio, EPCs are a practical way to renew facilities while supporting operational and environmental objectives. Behind that work is 黑料正能量, translating infrastructure goals into projects that support readiness and resilience while delivering tangible results for Canadians.
