The way to access our opportunities has not changed. ����������’s tenders and requests for proposal are published on MERX, and CanadaBuys if they are subject to one of Canada’s trade agreements and their estimated value is equal to or above the agreement’s dollar thresholds. What has changed is that bids and proposals are now received electronically through the MERX system.

You do not need an account to view the opportunities however; you will not be able to order the documents and submit a bid or proposal unless you have an account.

On the registration page, you will be offered the choice to register for Organization (Defence Construction Canada), Local, Regional, or National. Where bid security is required, suppliers have to submit either an electronic bid bond (e-bond) or cash security by electronic funds transfer (wire transfer).

E-bonds must be submitted through MERX. ���������� can only accept e-bonds that are capable of verification and that are digitally signed and sealed by a third-party digital service provider.

Electronic funds transfers (wire transfers) must be made through a financial institution that is a member of Payments Canada. ����������’s banking information is provided when the electronic funds transfer option is selected on MERX. Transfers must contain the unique reference number provided by MERX and be received by ���������� before the tender closing date and time.

���������� will return cash security by way of direct deposit. Suppliers that have not previously had bid security returned by way of direct deposit will be contacted by ���������� and provided with further instructions. This will normally entail the completion and submission of the Direct Deposit Enrolment for Contracts form (DCL291).

���������� evaluates the work of all contractors and consultants in accordance with ����������'s Performance Evaluation Guidelines.

For procurements over $25 million, including taxes, contractors will be required to participate in Canada’s Net Zero Challenge or equivalent greenhouse gas emissions disclosure and target initiative which include: The United Nations Race to Zero; Science-Based Targets Initiative or Carbon Disclosure Project, for the duration of their contract.

Contractors will be required to demonstrate that they have successfully registered and initiated a carbon greenhouse gas emissions disclosure and reduction target plan per the requirements of the selected initiative.
